Dave is a 37-year law enforcement veteran, having served as a police officer in Richmond, California, as well as a Special Agent with the California Attorney General’s Department of Justice (DOJ), where he spent 20 years in DOJ’s Bureau of Narcotic Enforcement. He was later assigned to the Bureau of Gambling Control where he was the Special Agent-in-Charge of the Bureau’s Southern California offices.

Upon retirement in 2012, Dave obtained his California Private Investigator’s license and serves as President and CEO of the Institute for Criminal Justice Training (ICJT). In addition to his role for the cannabis agency, he also is the Chairman of the Santa Ysabel Tribal Gaming Commission, for the Iipay Nation of Santa Ysabel.

Most recently, Dave joined the innovative team at OnCourse Learning, an online education and compliance training provider, as Director of Gaming Programs.

Dave also instructs undergraduate and graduate criminal justices courses for several public and private colleges and universities in southern California. He is the author of numerous articles for industry publications as well as two books, Warrior with a Badge and Criminal Justice in Crisis: New Paradigms in Law Enforcement.
